I am looking for an English translation of the Dutch word doorleen. It is in the context of a recruitment contract for zzp'ers. I am thinking of using 'on loan' but I'm not 100% sure.

chain leasing


Explanation:
If a double lending us meant (employee is seconded by company A to company B, and then by company B to company C), "chain leasing" would be the term. For a zzp'er, "subcontracting" might work, but then he's hired by company B, not A, and it wouldn't be "doorleen". Is there any more context to 'a recruitment contract's, especially how many companies are involved?

Clearly not lending on in a financial sense.

I think this is a species of sub-hiring or 'sub-agenting', but am unsure how genuine the Dutch verb is.

Better use the gender-neutral term of employees, rather than manpower.....

Yes, looks like it is about an intermediary to help in the outsourcing process. In this case, I think specifically it involves, yes this type of agent that places zzz'ers with companies or helps companies find the right zzz'ers to work with. In South Africa and it looks like in the US also, it is called labour broking or jobs broking (see reference).

In deze specifieke context ('doorleen' van zzp'ers), zou je aan de hand van de bepalingen in het contract moeten kunnen zien of het hier om een zuivere inleen-doorleenconstructie gaat of misschien juist wel om een zgn. intermediairconstructie. Zie de uitleg hieronder.

De inleen-doorleenconstructie is afkomstig uit de uitzendbranche zelf, waar uitzendbureaus aan elkaar uitzendkrachten uitlenen, omdat het ene uitzendbureau een vacature heeft en het andere uitzendbureau de flexwerker heeft die deze vacature kan invullen. Het uitzendbureau koopt dus uren in. Dat kan het uitzendbureau ook doen bij een zzp’er. Het uitzendbureau stuurt de inlener een (verzamel)factuur, en produceert op basis van een reverse billing process een proforma factuur voor de zzp’er. Minimale administratieve last als het bureau over software beschikt met self-service-faciliteiten voor de zzp’er. Wel even in de gaten houden dat de zzp’er aan zijn wettelijke verplichtingen voldoet van meerdere werkgevers en afdrachten aan de Belastingdienst.

De intermediairconstructie is relatief nieuw. Hierbij functioneert het uitzendbureau als de ontzorger voor de inlener én als ontzorger voor de zzp’ers. Het uitzendbureau neemt de gehele administratie, inclusief de financiele administratie, over van de zzp’er. De zpp’er heeft een rechtstreeks contract met de inlener (natuurlijk gefaciliteerd door het uitzendbureau) en het uitzendbureau factureert de inlener namens de zzp’er, op het papier van de zzp’er. Om de inlener te ontlasten wordt een mantelcontract gesloten met de inlener voor alle te leveren zzp’ers en worden alle individuele facturen van deze zzp’ers verzameld en als een verzamelfactuur verstuurd aan de inlener.
