I'm translating an entry form for the 'European Village Renewal Award' from Dutch into English. There is a description of what the villagers hope their village will be like in the future, and one of the terms that is being used is 'groeikern'. How would you translate this in the following sentence?

'Een dorp met voldoende woningen voor alle leeftijden zonder een groeikern te worden.'

agree  Michael Beijer: In terms of Ine's actual context, I'd say the best option would probably be "overspill town" (with it's slightly negative connotations).

  -> Yes, but in the Dutch it is viewed negatively too. Or, at least, that's how I read it. Overspill estate is even worse I think.

Strictly speaking, 'overloop(gemeenten)' and 'groeikernen' are related to different periods of national spatial planning in the Netherlands. See also 'groeikernenbeleid' (EN growth-centre policy).

De neutrale term ’groeikernen’ gaf aan dat het nationale beleid niet al te veel wilde sturen op het type stedelijkheid, dat in de suburbane groeikernen werd gerealiseerd. In de Franse Villes Nouvelles gebeurde dat bijvoorbeeld wel.
