I'm translating an entry form for the 'European Village Renewal Award' from Dutch into English. There is a description of what the villagers hope their village will be like in the future, and one of the terms that is being used is 'groeikern'. How would you translate this in the following sentence?

'Een dorp met voldoende woningen voor alle leeftijden zonder een groeikern te worden.'

Strictly speaking, 'overloop(gemeenten)' and 'groeikernen' are related to different periods of national spatial planning in the Netherlands. See also 'groeikernenbeleid' (EN growth-centre policy).

Maar er is nog een dieperliggend motief. De neutrale term ’groeikernen’ gaf aan dat het nationale beleid niet al te veel wilde sturen op het type stedelijkheid, dat in de suburbane groeikernen werd gerealiseerd. In de Franse Villes Nouvelles gebeurde dat bijvoorbeeld wel.
