Finnish term or phrase: 3 § osaksi
We have already has this in some form but I am still not sure how to translate the second reference to section 3

muutetaan painelaitelain (1144/2016) 2 §:n 11 kohta ja 3 §, sellaisena kuin niistä on 3 § osaksi laissa 797/2020,

sections 2(11) and (3) of the Pressure Equipment Act as they are partly contained in section 3 of Act 797/2020 are amended,

would that be correct does anyone know?

part of section 3

Explanation:
Based on the provided information, the translation you have suggested is partially correct. However, to accurately translate the phrase "3 § osaksi laissa 797/2020," it would be better to translate it as "part of section 3 of Act 797/2020."

Here is a revised translation of the sentence:

"The 11th point of section 2 and part of section 3 of the Pressure Equipment Act (1144/2016) are amended, as contained in section 3 of Act 797/2020."

Asker: If it were part of section 3 surely it would be written 3 §:n osaksi. I am not Finnish so I don't know.
