Norwegian term or phrase: påslipp
The context is pollution control regulation. Before you leap to shout "discharge", read this:

Hvis kommunen har fastsatt en egen forskrift etter forurensningsforskriften § 15-6 for påslipp av oljeholdig avløpsvann fra de bransjene som er listet opp i § 15-1, skal det da gis en utslippstillatelse eller en påslipptillatelse? Skal forskriften være om utslipp av oljeholdig avløpsvann eller om påslipp? Må vi ha separate forskrifter for olje og for fett, eller kan dette være samme forskrift?

Det er litt forvirrende at det står ”utslipp, herunder påslipp” i forurensningsforskriften § 15-1. Bakgrunnen er nok å gjøre det tydelig at det kreves utslippstillatelse fra kommunen som forurensningsmyndighet, uavhengig av om det oljeholdige avløpsvannet fra de angitte virksomhetene slippes direkte ut eller slippes ut via en kommunal avløpsledning (påslipp).

Explanation:
According to this link, påslipp = Når vannet slippes inn på offentlig avløpsnett. Utslipp = Når vannet slippes til resipient eller terreng. See https://www.time.kommune.no/_f/p1/i92a8a1be-3ce0-4108-a35f-7...
So, my suggestion would be to use 'discharge' for both and then expand on the term, e.g. Quantities of discharges to the public sewer system and to surface waters or the ground...

Asker: Not sure whether you saw my comment above in the Discussion section. :-)

Asker: For Hanne (hej!) – I started with this, but I tripped on the notion of a "release permit", which is hardly ever used in my experience. "Discharge permit" is the usual term.
