La historia de la educación argentina tiene más de un siglo de existencia. En ese lapso, la concepción de las políticas educativas no ha sufrido cambios significativos.
Uno de los sectores más perjudicados por estas inacciones han sido los hablantes de lenguas indígenas. En la República Argentina se hablan alrededor de catorce lenguas originarias de América. Es muy poco o casi nada lo que se ha hecho desde las políticas de planificación lingüística para su preservación y difusión.
La impronta progresista de algunas leyes de Educación que han buscado favorecer la inserción de las lenguas en el sistema educativo, se ha confrontado con la realidad de una educación concebida en el siglo XIX para una elite y con el pensamiento conservador y discriminador de la burguesía argentina.
En este trabajo abordaremos de manera particular el caso de la lengua Quichua de Santiago del Estero, una variedad dialectal de la familia lingüística Quechua. La lengua mencionada es hablada en el Noroeste de Argentina por una comunidad que no se autorreconoce como perteneciente a ninguna etnia indígena, entre otras particularidades.
El trabajo, la voluntad y la decisión conjunta de una investigadora, con las autoridades de la Universidad Nacional de Santiago del Estero y del Ministerio de Educación de la Nación, en un hecho histórico, ha posibilitado la creación de la primera y única carrera universitaria referida a una lengua originaria de Argentina. Se trata de la Tecnicatura Superior en Educación Intercultural Bilingüe, con mención en Lengua Quichua.
Esta carrera muestra logros pero también propone permanentes desafíos de los que daré cuenta en el desarrollo de este trabajo.
Translation - English Mother Language and Educational Policies
The history of Argentinian education has more than a century of existence. In this period, the perception of education policies has not undergone significant changes.
One of the most affected areas by these inactions has been indigenous speakers. About fourteen languages from America are spoken in the Argentine Republic. Language planning policies have done little or almost nothing for their preservation and dissemination.
The progressive imprint of some Education laws that have sought to promote the insertion of languages into the education system has been confronted with the reality of an education conceived in the nineteenth century for an elite and with the conservative and discriminatory thinking of Argentinian bourgeoisie.
In this work we will address in a particular way the case of the Quichua language of Santiago del Estero, a dialectal variety of the Quechua linguistic family. The language mentioned is spoken in north-western Argentina by a community that does not acknowledge itself as belonging to any indigenous ethnic group, among other peculiarities.
The work, will and joint decision of a researcher, together with the authorities of Santiago del Estero National University and the National Ministry of Education, in a historical event, have enabled the creation of the first and only university career related to a native Argentinian language: the Diploma (technical certification) in Bilingual Intercultural Education, with mention in Quichua Language.
This course shows achievements but also proposes permanent challenges, which I will account for in the development of this paper.
