Source text - Spanish 2. ANÁLISIS METODOLÓGICO NO PARAMÉTRICO DEL ESCENARIO AEROPORTUARIO
La privatización del sector aeroportuario se ha ido generalizando en los últimos años debido a sus necesidades de financiación. En este contexto, aparecerán nuevos inversores cuyo estrategia será el impulso ya sea de nuevos consorcios, ya sea de concesiones a medio o largo plazo o la constitución de empresas mixtas en las que la participación pública privada generará una mayor actividad en el aeropuerto y su entorno y, en definitiva, substanciosos ingresos para los gobiernos que privaticen total o parcialmente las instalaciones aeroportuarias.
En este escenario, se ha estimado oportuno utilizar la programación matemática para la medida de la eficiencia productiva de las empresas aeroportuarias.
Bajo ciertas hipótesis sobre la tecnología que permite definir el conjunto de procesos factibles, la aproximación no paramétrica a la frontera de producción, que es la región en la que desde el punto de vista técnico las empresas son eficientes, se realiza utilizando un programa de optimización matemática conocido como Análisis Envolvente de Datos (DEA) que es el instrumento que mediante el uso de algoritmos de programación lineal para calcular la frontera. DEA plantea y permite una forma general de resolver el cálculo de la eficiencia para muchas empresas aeroportuarias.
Por consiguiente, se utiliza esta técnica para la medida de la eficiencia productiva obtenida a partir de la distancia de una empresa aeroportuaria respecto a la frontera definida tanto para el modelo con la orientación input u orientación output. El modelo DEA fue introducido por A.Charnes et al. (1978) y se aplica para diferentes hipótesis sobre la tecnología y permite, bajo el supuesto de rendimientos a escala constantes, considerando múltiples inputs y outputs, calcular el índice de eficiencia técnica de cada empresa aeroportuaria. En este artículo, se ha utilizado el programa DEA envolvente orientado al input. Cada input se reduce en el mismo factor hasta que alcance la frontera. Las empresas con la combinación lineal positiva se denominan peers. Estas empresas deben estar en la frontera y, las combinaciones lineales definen el punto fronterizo que es el punto de comparación con las empresas sometidas en el análisis. En el caso que, en las restricciones de los inputs, las holguras sean nulas, la contracción radial de las observaciones DMU coincide con los valores ponderados de la peer en el punto fronterizo de comparación.
Además de los inputs cuantitativos controlables por el gestor aeroportuario, existen algunos inputs cuantitativos que no son controlables. Estos inputs, son factores que intervienen directamente en el proceso generador de los output y su cantidad no puede ser determinada por el administrador del aeropuerto. La inclusión de los inputs no controlables permite evaluar su comportamiento mediante un análisis multietápico que, en el caso del modelo de tres etapas de JM Cordero et al. (2005), permite incluir a la vez las holguras radial y no radial, y establece la contribución a la ineficiencia de los inputs no controlables mediante la información que proporcionen separadamente las variables.
En el contexto del DEA se han designado como variables ambientales las situaciones administrativas sobre las que los gestores de las organizaciones, como las empresas aeroportuarias, puedan tener el control de la propiedad. Corresponde este ámbito los casos en que la titularidad del capital de la empresa fuese distribuida en diferentes cuotas de participación que le permitan ejercer en mayor o menor medida el control de la política inversora del aeropuerto.
Por último, se ha llegado a cabo las comparaciones de la eficiencia entre diferentes actividades. El Análisis Envolvente de Datos brinda la posibilidad de poder establecer comparaciones de la eficiencia técnica entre diferentes sistemas de participación pública privada. Desde este punto de vista y con el fin de averiguar si los índices de eficiencia en el DEA son estadísticamente significativos la metodología de algunos autores como W.W. Cooper et al (2001) permite comprobar mediante pruebas no paramétricas la diferencia entre los índices de eficiencia del DEA entre los dos grupos de actividades pública o privada de los diferentes aeropuertos.
Translation - English 2. METHODOLOGICAL NON-PARAMETRICAL ANALYSIS OF THE AIRPORT SCENARIO
The privatization of the airport sector has been generalised during the last years due to its financing necessities. In this context, new investors will appear whose strategy will be the impulse of either new consortiums, or long- or short term concessions, or the constitution of mixed companies in which the Public-Private Participation will generate a greater activity at the Airport and its environment and, in short, substantial income for the governments that privatize total or partially the Airport facilities.
In this scenario, it has been seen fit to use the mathematical programming for the measurement of the productive efficiency of the airport companies.
Under certain hypothesis about the technology that allows to define the set of feasible processes, the non- parametrical approximation to the border of production, which is the region in which, from the technical point of view, the companies are efficient, it is done using a program of mathematical optimization known as Data Envelopment Analysis (DEA) which is the instrument that, by means of the use of algorithms of lineal programming to calculate the DEA border, it suggests and allows a general way of solving the calculation of the efficiency for many airport companies.
Consequently, this technique is used for the measurement of the productive efficiency obtained from the distance of an airport company regarding to the border defined for the model of both input and output orientation. The DEA model was introduced by A.Charnes et al. (1978) and it is applied for different hypothesis about the technology and, supposing constant performances to scale and considering multiple inputs and outputs, it allows calculating the technical efficiency rate of each airport company. In this article, the DEA program has been used oriented to the input. Each input reduces itself in the same factor until it reaches the border. The companies with the positive linear combination are denominated peers. These companies must be in the border and the linear combinations define the border point which is the point of comparison with the analysed companies. In the cases that, in the restrictions of the inputs, the slacks are null, the radial contraction of the DMU observations matches the pondered values of the peer in the border point of comparison.
Besides the quantitative inputs which are controllable by the airport managers, there are some quantitative inputs which are not controllable. These inputs are factors that take part directly in the process that generates the output and their amount can not be determined by the administrator of the airport. The inclusion of the non-controllable inputs allows to calculate their behaviour by means of a multiphase analysis that, in the case of the model of the three stages by JM Cordero et al. (2005), allows to include at the same time the radial and non-radial slacks, and establishes the contribution to the inefficiency of the non-controllable inputs through information that the variables provide separately.
In the context of DEA, the administrative situations have been designed as environmental variables from which the managers of the organizations, such as the airport companies, can have the control of the property. This field corresponds to the cases in which the possession of the company’s capital was distributed in different participation shares that allow it to exert the control of the investor policy of the airport.
Finally, efficiency comparisons have been done among different activities. The Data Envelopment Analysis provides the possibility of establishing technical efficiency comparisons between different systems of Public-Private Participation. From this point of view and with the purpose of finding out if the efficiency rates in the DEA are statistically significant, the methodology of some authors such as W.W. Cooper et al (2001) allows proving through non-parametrical tests the difference between the DEA efficiency rates between the two groups of Public-Private Activities of the different airports.
