Well, simple?
I successfully use a Python script to convert Babylon dictionaries. The bad news is, that it doesn't seem to convert to Lingoes. However, the script first produces an *.xml file of the Babylon dictionary before converting to other formats. You can simply stop running the script before you start to make the other dictionary format. The *.xml file looks like this:
