Bloke was working on a joint research between an Institute which was already a client and a University which wasn't, so I ended up billing the new University instead of the Institute. In my undersanding, a potential client is not a client. They become a client when the send you a job and pay for it. So I chose "In the past week" because last week I received the first payment from a new client.
If I consider my client database, there are several potential clients that I've negotiated with and come to an agreement regarding rates and other terms, so I added them to the database, but they never sent me a job (so far). So these are not clients (yet).

I see some colleagues consider a new client when they send you the first job. Ok, hopefully they'll pay you, because, if they don't, you'll surely not call them clients anymore. And in the end, you'll say they were never your clients anyway.
